Born on April 22, 1964, in Painesville, Ohio, Randy's intellectual curiosity about the universe began at an early age and led him to a lifelong commitment to the field of astronomy.

Randy pursued his passion for science with remarkable dedication, earning a Bachelor of Science degree in Astronomy from Case Western Reserve University in 1986. He continued his educational journey at Boston University, where he obtained his Doctor of Philosophy (Ph.D.) in Astronomy and Physics between 1986 and 1993. His academic achievements were a testament to his intelligence, perseverance, and love for the cosmos.

During his career at the National Science Foundation, Randy made significant contributions to the advancement of astronomical research. He was preceded in death by his beloved parents, Wilmer and Gertrude (nee: Kytta) Phelps, brother Gregg Phelps and grandparents, George and Belle Phelps and partner Kevin Stebbins. Their shared memories will serve as a lasting legacy of his impact and compassion.
